Cannot open Tree It on Windows 10 PC, works on laptop

I cannot open Tree It on windows. I tried downloading the .Net and directx requirements in previous posts, but cannot open it. Upon download I receive a message saying it may not be safe and was not a common download by Microsoft Smart Screen. I tried disabling smart screen, all firewalls, etc. Anyways, I selected "keep" and downloaded the file. I installed just fine. But when I try to open the .exe it does not load. Nothing. Program is fully installed. What do I do?

I have the same problem with the latest version (21/8/2020).
Nothing happens when I try run the application executable.
I've tried both the exe and the zip install.
A bit vague info, but I _think I tested the version back in September/close to the release date and I think the application worked as expected back then.
Edit: Previous version runs as expected.
